Yes, lots of people.  Look in your syslog for error messages from
xinetd.  Follow the troubleshooting advice in the manual.  Check the
archives for suggested xinetd configuration files.  If you still can't
get it to work, show us your xinetd configuration file and give us the
exact error message you're getting.
