You either need to run CVS as root from [x]inetd (note that CVS only
runs as root long enough to validate the username/password, then it
switches user to run as the user who logged in -- that's what's failing:
you can't switch user if you're not root) or else you'll need to use the
CVSROOT/passwd file to map every CVS user to the system user you're
running CVS as.
