It's not possible.

Take a look at the patches available at SourceForge under project RCVS.  They
are for advisory locks, not mandatory locks, though.

In my experience, unless you have developers who don't follow procedures,
there's no need for mandatory locks.  What situation do you have that you think
you need them?

     My requirement is, if one person has checked out some files, other person
should not be able to check out this files. How to do in CVS pserver.
I have a server with cvs 1.10.7 and local clients with wincvs 1.2 which
connect to the cvs server remotely via pserver.
