Cannot Checkin - Multiple Revisions Locked?

When I try to check in a file, I keep getting the following error, where
"wendy" is myself.

multiple revisions locked by wendy; please specify one
cvs server: could not check in build.cmd

Server: NT, Client: WinCVS
There have been multiple developers checking out read only from my NT
server.

Any idea how to resolve this?
The revisions of the file in the local file system and repository are the
same - no conflict.
