You're looking at $HOME on the *client* -- it's the *server* that likely
has it set wrong.  Most likely it's set wrong for inetd and CVS is
inheriting it.  If you can't figure out how to fix inetd, then you can
have inetd run a shell script instead of running CVS directly; the shell
script can unset $HOME and then exec CVS.
