Sorry.  I don't know enough about the Windoze command line or WinCVS to tell
you, though I suppose you could install the CygWin tools and execute CVS on the
Bash comand line.  If that's not too convoluted for something this simple.  You
could also use a UNIX box to execute this particular command.
