Help solving win cvs directory lock

I need help solving the following problem.
I some how locked a directory or at least that's what it looks like.
When I go to unlock in I get the following:

cvs admin -u (in directory C:\cvs\working\DCSSREPOS\DCSSALL\Technical\)
cvs [server aborted]: "admin" requires write access to the repository

*****CVS exited normally with code 1*****

I have also tried to find the files the manual suggested to look for
when dealing with locks but haven't found anything.

What can I do to fix the problem?
