cgicc-3.1.5 released

I just uploaded cgicc-3.1.5.tar.gz and cgicc-3.1.4-3.1.5.diff to
ftp.gnu.org/gnu/cgicc.  The files should be mirrored worldwide within the
next day.  The major new features of 3.1.5 lie in the sample applications:

1.  A new sample, upload.cgi, was added.  This shows in a straightforward
manner how to use cgicc to handle uploaded files.
2.  The example directory was completely reworked to use autoconf, automake,
and libtool.  It should now be very easy for developers to get up and
running with cgicc.

Finally, a slight difference in installation:

3.  A new script, cgicc-config, is installed.  This script can be used to
query library parameters and is used by the autoconf macros for detecting
the library version.
