[igraph] R package error

Dear all,
I want to make a R package. When I intall my package, I see this error:
foreign-graphml.c:38:29: fatal error: libxml/encoding.h: No such file or directory.
I set the path of libxml2 in environment variables, but it does not work. What should I do?
