Surendar,

what is the tail component? Everything else than the largest? Then
these will do:

giant.component <- function(graph, ...) {
  cl <- clusters(graph, ...)
  subgraph(graph, which(cl$membership == which.max(cl$csize)-1)-1)
}

tail.component <- function(graph, ...) {
  cl <- clusters(graph, ...)
  subgraph(graph, which(cl$membership != which.max(cl$csize)-1)-1)
}
