I don't know what the best place is to get installable packages, but
you could try one of the following:
* ezwinports https://sourceforge.net/projects/ezwinports/files/
* MinGW http://www.mingw.org/
* Cygwin http://www.cygwin.com/
Maybe others have better suggestions.
