I was using CentOS 6.5, but that is irrelevant.  I use the current
released texinfo.tex (available from
http://ftpmirror.gnu.org/texinfo/texinfo.tex) and the current
released TeX Live (from http://tug.org/texlive).  The Fedora versions
look similar, though.  (I highly doubt that the TeX version makes a
difference in this case.)

Anyway, attached is my source and PDFs (-special is with the cmd,
-standard without).  Looks like the
@internalpagesizes cmd is having the expected effect to me.  Maybe you
are expecting something else ...
