Oops, my INFOPATH wasn't synced with PATH (makeinfo (GNU texinfo) 4.4
from teTeX 2.0).

Not with this version of `latin1.tex', because it already uses \global
(CMIIW):
\global\catcode`\^^a0=\active \global\let^^a0=~
