tar --listed-incremental not working

tar --listed-incremental not working right , new files are not added to list 
file though they show in the .tar : a quick search turns up some nonsense about 
using -P which should have no bearing on --update. IRac support #tar was empty. 
In the next few minutes you can find my nick coopy on #tar on irc.libera.chat
