debian doc-base sections

I have changed the doc-base sections from (the non-existing) Apps/Net to
System/Security (for the main Shishi manual) and Programming/C (for the
API reference manual).  Making this change involved some guess work
based on reading:

file:///usr/share/doc/doc-base/doc-base.html/ch-interface.html#s-section_field
http://www.debian.org/doc/packaging-manuals/menu-policy/ch2.html#s2.1

If anyone have suggestions on better doc-base sections, please let me
know.  I'll upload new packages in a few days if I don't hear anything.
