Bug#390882: checklib error for Shishi

I just discovered checklib:

The cause for the most problematic errors seem to be that
AC_LIB_HAVE_LINKFLAGS pulls in libtasn1, libgpg-error, libgcrypt etc
when pulling in GnuTLS.  One example is shishid, it doesn't need
libtasn1, libgpg-error or libgcrypt; it only uses gnutls directly.

Fixing this will require some coordination with Bruno and gnulib
(where AC_LIB_HAVE_LINKFLAGS is maintained), and until there is some
indication that this causes any significant practical problem for
anyone (shishi isn't used by _any_ other debian package yet), I'm
inclined to ignore it.  I'm filing this so we don't forget about it,
or in case someone else wants to have a look at solving it.

(I also don't want to rule out the possibility that libtool, GNU ld,
ld.so, the cdbs, or Debian's build infrastructure, etc, will be
improved to solve this problem, for all packages, so we don't have to
work on it specifically for Shishi at all.)
