Is there a reason you installed the program files in your user/appdata folder? That is a nonstandard install location and could be causing issues.
Are you able to install in Program Files or similar to see if the problem persists? If it still gives problems a better option may be to install into a C:\Octave folder that will not have any spaces in the folder names.
