I just tried with Octave 4.2.1 that I installed on Windows 10.
It has the following g++:

That is slightly newer (but not by much) than yours.
The struct package installed without any errors.

If the package doesn't compile for you, maybe you could use a pre-compiled 
package from your distribution?
