I confirm the issue below on X11. For details please see the link below. This
does not happen on Wayland. I use Fedora 31 64-bit and GNU Octave 5.1.0 as
Octave was configured for "x86_64-redhat-linux-gnu".

In addition, when GNU Octave is full screen on a workspace other than the
workspace where the screen is locked, after unlocking the screen the
workspace is automatically switched to the workspace where GNU Octave window
is present. For instance, if GNU Octave window is full screen on workspace 1
and you lock the screen on workspace 2, after you unlock the screen
workspace 2 switches to workspace 1 automatically and the GNU Octave window
steals focus.

The same issue is also present on PoP OS:
