 Window / Reset Default Window Layout

click on the Command Window title bar and drag it down toward the bottom of the octave window on that side. at some point you should see it indicating that it will snap into the bottom. 

you could do the same think by switching to the Editor tab, and dragging that title bar around the top of that section (near where it already is)
