texi2dvi checks for a functional TeX and tries to find a .log
(presumably generated by etex) which it doesn't find so my best guess
is, that you have a broken or incomplete TeX installation.
Add info:
etex --version
used distribution, installed tex packages
which source used: tarball, mercurial?
