I'm not certain the octave project maintains such server access
control for it's subdomain at sourceforge.io.  Are you blocked from
reaching other subdomains or only Octave?  E.g., can you access any of
the other project sites that come up with a searhc for
https://www.google.com/search?q=site%3Asourceforge.io

the first couple projects I see are:
akaiutil
https://akaiutil.sourceforge.io/

qt5ct
https://qt5ct.sourceforge.io

Note that these links mostly redirect to a page at sourceforge.net.
are you sure you aren't seeing access issues to sourceforge.net, or
with the redirection? You may need to contact their support.  Note
that the parent company is now Slashdot Media. They list their support
contact as address@hidden
