It seems to be a bug in symbolic.
sympy produces the4 answers you gave
from simpy import *
init_session()
roots = solve(x**4+2*x**3+3)
[ro.evalf(3) for ro in roots]
[-1.6 + 0.495⋅ⅈ, 0.605 + 0.835⋅ⅈ, 0.605 - 0.835⋅ⅈ, -1.6 - 0.495⋅ⅈ]

to see if you pin down the issue.
