Since you deleted the files without uninstalling them now the install
information is still there, but no uninstaller.

You will need to remove the reference from the registry

You can download and use CCleaner to remove the old installer entries

Or using regedit, look in

Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Uninsta
ll for the folder for the octave version 

For example
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninst
all\Octave-5.1.1

And delete the octave folder
