Those directories are either source code or debug symbols only, not the
actual executables. Octave needs the programs to be installed, typically
in /usr/bin or in /usr/lib/qt4/bin. The package name might be something
like qt4-dev-tools, but I don't use Cygwin so I don't know for sure.

If Cygwin offers Qt 5 as an option you might want to use that instead.
