I am using homebrew octave version 4.2.1_11, on mac os 10.13.3.

I have control 3.0.0 installed.  

So to upgrade to 3.1.0 I used

pkg uninstall control

pkg install -forge control 

It fails with 

8 warnings generated.
clang: warning: argument unused during compilation: '-pthread'
ld: warning: directory not found for option
ld: warning: directory not found for option
ld: library not found for -lgfortran
clang: error: linker command failed with exit code 1 (use -v to see

pkg: error running `make' for the control package.

This turns out to be an issue reported on homebrew-science 

 ld: library not found -lgfortran, during pkg install -forge control in
octave 4.2.0_2 (#4972)

Workaround (thanks to schoeps)

brew uninstall octave 
brew install --build-from-source octave

This fails with 

==> ./configure --prefix=/usr/local/Cellar/octave/4.2.1_11
--disable-silent-rules --enable-link-all-dependencies --enable-shared
--disable-static --d
==> make all
Last 15 lines from /Users/sunil/Library/Logs/Homebrew/octave/02.make:

I have filed a new issue on homebew-core #29167, though, it is not clear to
me if this is a problem with homebrew-core.

I did check that in the homebrew bottled version octave 4.2.1_11,  (a
slightly modified) fortrandemo.f  from octave documentation does run.
