building package "octave-fixed" for windows

hi,

i am working on fixed-point algorithms.
how can i start the build process of the package "octave-fixed" for the 
latest GNU Octave on windows?

where can i find the documentation for building packages in general?
what exactly needs to be done in order to get the package again in to 
the official GNU Octave release?
