It looks to me like you have successfully compiled Octave with a newer
version of gcc as you mention above, but you are linking against a
libstdc++ from an older version of gcc, probably whichever is the
default gcc for your distribution.

You probably need to set your LDFLAGS and possibly LD_LIBRARY_PATH
appropriately to find the shared library. I am guessing from the log
file that you might look in /opt/gcc-5.3.0/lib64.

and trying again.
As per you suggestion I have downloaded image-1.0.11.tar.gz

and did
sudo cp image-1.0.11.tar.gz /usr/share/octave/packages

then I ran octave from terminal: After changing the current directory to
/usr/share/octave/packages, I ran the commend below in command window

pkg install image-1.0.11.tar.gz

It also produces the same error as was with image-2.6.1.tar.gz

"pkg: error running `make' for the image package.
error: called from 'configure_make' in file
/usr/share/octave/4.0.2/m/pkg/private/configure_make.m
near line 96, column 9"

Unfortunately by running "pkg install image-1.0.11.tar.gz" an older file
named image-2.6.1.tar.gz is not there in the folder
/usr/share/octave/packages
But, a new file named octave-workspace is created in
/usr/share/octave/packages folder

If you tell us which system you are running we could eventually
suggest other solutions.

I am using Ubuntu 12.04 LTS

You can try

pkg install -forge image

This command in octave command window also says

"pkg: error running the configure script for image.
error: called from 'configure_make' in file
/usr/share/octave/4.0.2/m/pkg/private/configure_make.m
near line 79, column 9"

I doubted this error to be an issue of permission so tried doing

chmod -R 777 /usr/share/octave/4.0.2/m/pkg/private but this also did not
worked for me

sin (pi * y * sym(201)/100)

I recommend never put floating point numbers into symbolic expressions.

How would I use this as input arguments to the urlread function?

The urlread function does not support custom HTTP headers.

The way to do this in Matlab would be with the matlab.net.http package,
which Octave does not support yet.

To do this in Octave now, the best options would be to use the Java or
Python (in development) interfaces, like this

   h = javaObject ("java.net.URL", "https://api-fxtrade...";);
   c = h.openConnection ();
   c.setRequestProperty("Authorization", ...);
   ...

or this

   c = py.httplib.HTTPSConnection ("api-fxtrade.oanda.com");
   h = py.dict (pyargs ("Authorization", "..."));
   c.request ("GET", "/v1/accounts", "", h);
   r = c.getresponse ();
   ...

(not fully working examples).

Or shell out to the curl program.
