Octave GUI do not run

Hi there!

I've installed GNU Octave (version 4.0.2) from TERMINAL (Ubuntu) and it just ran on TERMINAL without GUI. When I try to run Octave from TERMINAL or click on GNU Octave button the follow message error shows:
" The settings file

/home/luizcarlosveras/.config/octave/qt-settings

does not exist and can not be created.

Make sure you have read and write permissions to

/home/luizcarlosveras/.config/octave


Octave GUI must be closed now. "


How can I fix it?
