Hi Philip,
I propose you one solution.

command line "pkg list" shows you the path where io is installed.
So via the octave workspace :
* copy instead your xls file : cp yourXlsFile.xls /home/octave/io-2.4.1
* go inside : cd  /home/octave/io-2.4.1 
* and run your command line : xlsread("yourXlsFile.xls")

%As a matter of fact inside you can find the file name "xlsread.m" that you
want to execute.
Command line : ls

It's not the best solution, but it's works.
