I assume something has changed in the distribution of the Windows Octave
forge package oct-files. You find the same oct-files, but significantly
smaller, maybe because they where not stripped, see 2. item in [1]:
/octave-4.0.1/lib/octave/packages/ (~310 MB)
/octave-4.0.3/lib/octave/packages/ (~30 MB)
The second bigger difference is in the share folder, but there is more to
find in the 4.0.3 release:
/octave-4.0.1/share/ (~182 MB)
/octave-4.0.3/share/ (~188 MB)
At least no functionality or packages have been removed.
