Incidentally I managed to get around it before I read this post.  Indeed,
the problem appears to have something to do with compatibility and "display
scaling".  I know very little about the inner working of Windows 10 or
Windows in general, but I'll share what I did and saw, hoping it will be of
some help to other folks or provide some clues for debugging.

The error went away and the GUI opened successfully after I clicked on the
"Disable dispaly scaling on high DPI settings" under the "Compatibility" tab
of octave-4.0.2.exe.  I tried a few scripts on the GUI, and they all seemed
to work correctly.  After I quit the GUI, I remember that Win10 popped up a
diaolog box asking me if the program worked correctly.  I clicked "yes". 
Out of curiosity, I then un-clicked the "Disable dispaly scaling on high DPI
settings" box of octave-4.0.2.exe to see if the GUI would fail again. 
Somewhat to my surprise, it didn't.  It worked every time after the first
time.  So looks like there's some memory effects or learning process going
on.  Even more surprising to me, when I re-installed Octave 4.0.0, even it
worked the first time, without my disabling its display scaling.

I really don't know much about Windows, but perhaps the above descriptions
can make more sense for those who do.  I'm just happy that it works again
now, and it's really a great software, despite the little glitch.
