Perhaps few people want to use GPIB on octave for windows.
Therefore you will be an explorer on this matter.

Octave 4.0.2 has the instrument-control octave forge package.

First, execute

>> pkg load instrument-control     

to activate instrument-control package.

Then you can use the instrument-control package.

I hope that you can use the gpib from the ocatave for windows.

At least as of the last update of the Wiki, it does not show GPIB support as implemented yet:
