I see that “type” indiicates the object is a line.

The command “gca = plot (1)” has over-ridden the gca() function and replaced it 
with a line object variable.

Try …

clear all
h=plot(1);
set(gca,'xtick',[0 1 2 3])
xlim ([0 3])
