it's possibly because it's not your system. you're asking to install software on someone else's computer, and they turned that off.  there is a feedback

Second, there is no 'taylor' package.  taylor is a function in the symbolic package.  so the command if you were able to run it would be:

>> pkg install -forge symbolic

but that won't work either.

There is a feedback link in the menu on that page (click the three-line button in the upper right).  You could request they update the symbolic package, as they are a version behind.  Still not certain that will fix the message you got in the other thread.
