Thanks for the very prompt answer.  It turns out that the problem was that the netcdf install put the binary files in the wrong place, so octave could not find them:  When I moved nc-config  from /usr/local/netcdf/bin  to /usr/bin/  everything worked.  Perhaps this will be useful to  others

Regardless you should tell us what kind of computer system do you have, how did you
install octave etc...

​FWIW netcdf installs fine on Fedora 23:
