I have exactly the same problem. It is a confirmed bug of the
mesa-related packages:
https://bugs.launchpad.net/ubuntu/+source/mesa-lts-utopic/+bug/1424059

Unfortunately it is confirmed, but its importance remains "undecided",
and the last question in the discussion (Anyone know of a workaround for
this?) is unanswered.
If you have a launchpad (or Ubuntu One) account, I suggest you log in
and mark that the bug also affects you (there is a button next to the
label "This bugs affects X other people". That may help to decide about
its importance.

So in conclusion: Ubuntu messed up their OSMesa packages? What a bummer. The
problem did not exist when I wrote the steps. I guess the best solution is
for now to compile OSMesa manually. I will try to write an explanation. For
now, look here: http://wiki.octave.org/OSMesa.

If you don't mind living on the bleeding-edge, the latest mesa and other X stuff are in the xorg-edgers ppa

https://launchpad.net/~xorg-edgers/+archive/ubuntu/ppa

I've been using octave-4.1 with them for a few weeks without any problem.
