Hi,

If you don't mind living on the bleeding-edge, the latest mesa and other 
X stuff are in the xorg-edgers ppa

https://launchpad.net/~xorg-edgers/+archive/ubuntu/ppa

I've been using octave-4.1 with them for a few weeks without any problem.
