To the best of my knowledge, yes this is inherent to OpenGL. I don't
know much about it. Octave may be able to do something to work around
that limitation, e.g. automatically detecting and removing a large
bias before plotting to retain desired precision.

Lack of activity just means we don't yet have someone with both the
skills and the right motivation to work on it.
