Oops! I have been overlooked that you installed 64 bit version the JRE.


Windows binary of octave-4.0.0 provided on octave ftp site is 32 bit version.
so I have been using 32 bit version JRE (from Oracle site).

Do you think that 64 bit JRE can be used for 32 bit applications?

You can install 32 bit and 64 bit JRE simultaneously.
Please install 32 bit version JRE and then try to uninstall and re-install 
octave-4.0.0.
