Octave 4.0.0 is installed in d:\Ingo\Programme\octave\, Octave 3.8.2 is 
installed in d:\Ingo\Programme\octave_382\.

For me, octave 4.0.0 works on windows 7 and windows 8.1.
Which  directory did you install octave?
