Image package on octave fails due to unsatisified dependencies

I have Octave 3.8.4 installed on Linux mint 17   when i try to install 
image package on it

using pkg install -forge image

i got the following error message

error: the following dependencies were unsatisfied: image needs octave 
>= 4.0.0

i tried to compile the octave source by myself and reinstall it using 
the same command it didn't help .

I tried also to install octave-image using apt-get this also did n't 
make the trick after installing the package i tried to call hough and it 
still complains that i have to install image package !
