First of all, I think you should remove the harming disclaimer on your
mail. You are sending your messages to a public mailing list, it is
just out of place.
Second, it might be good if you explore the web a little bit,
specially the octave-forge website
http://octave.sourceforge.net/

The error says you need to install the packages control and general.
If you just want one function, you can just grab it from the
repository, assuming it does not have dependencies with the mentioned
packages.
