You are using mingw version  of 3.6.4 while I am using MSVC version of 3.6.4 so 
that directory structures are different.

Your situation is not clear for me. Re-install is one of the method to clear 
things.
Mingw version of 3.6.4 does not use windows registry so that uninstall is just 
to delete folder where octave is installed.

At the re-install, please refer the instruction described the below:

http://sourceforge.net/projects/octave/files/Octave%20Windows%20binaries/Octave%203.6.4%20for%20Windows%20MinGW%20installer/

Octave-forge packages are installed without pkg install command.
