For me, it seemed to work.

Working Memo:

I renamed __OCT_xlsx2oct__.m to __OCT_xlsx2oct__.orig.m
in C:\octave\Octave-3.8.1\share\octave\packages\io-2.2.2\private
and copy __OCT_xlsx2oct__.m to the above folder.
