I'd say you also need "epstool" in your system. If it's windows:

Unzip it wherever you want (please choose a folder name without spaces
or special characters, e.g.: C:\epstool), and remember add the "bin"
folder in the path, as Tatsuro already recommended for gs.

If you have ghostscript in your system, you can print the figure as
.svg from Octave, too. You don't need epstool for that:

print -dsvg figure.svg
