Which version of octave-3.6.4 did you install?

1.Octave-3.6.4-mingw + octaveforge pkgs

Both have prebuild java package: 1: java-1.2.9_patched, 2: java-1.2.9  and you 
need not build by your own.
Please see the instruction the above.

Perhaps you need to install the JRE but not Java-SDK.
