Ah okay, I thought the goal is that all of-packages get packaged for Debian.
If you'd like to see image-acquisition in Debian, the right thing to do would be to file a RFP bug [1] using reportbug and cc the Debian Octave Group [2] on the bug report.
If nobody is interested in that package I can understand that it's not packaged. And the package is simple enough to install with "pkg -forge install ..." inside octave.
