I don't know what "#.octaverc#" is from.  You want to edit  
"/Users/Jordan/.octaverc"

If you try to use TextEdit, you won't see .octaverc because it is invisible.

I don't know what your app your system will use, but from the Terminal you can 
try "open ~/.octaverc"
