OsX Mavericks GSL install error

Hi everyone,

I am trying to install the GSL package (gsl-1.16.tar.gz) into Octave by
using "pkg install gsl-1.16.tar.gz".  This is the error it gives me: 

package is missing file: DESCRIPTION
error: called from 'verify_directory' in file
/usr/local/octave/3.8.0/share/octave/3.8.0/m/pkg/private/verify_directory.mnear
line 30, column 7

I can't figure out what is going wrong, and I need to get this going for a
project at school.
