info on the use of the Octave cmd prompt or other GUI options would be much
appreciated. Is it simply a matter of me learning linux or dos commands? The
lack of an ability to copy & paste into the cmd prompt is killing my
efficiency.

Enabling quick-edit mode should already be a good start [1]. However, note that selecting multiple lines in a window command prompt is a pain in the back: the command prompt is not line-oriented like a UNIX terminal, you have to view it more like a 2D matrix of characters.
